Agency Mission

It is the mission of the Virginia Department of Labor and Industry (DOLI) to make Virginia a better place in which to work, live, and conduct business. We achieve this goal by promoting safe, healthful workplaces, best employment practices, job training opportunities through registered apprenticeship, the protection of children from hazardous employment, and safe operation of boiler and pressure vessels.

What We Do

Since 1898, DOLI has served its citizens, employers and employees of the Commonwealth.ย  As an executive branch agency under theย Secretary of Labor, the Department works with Virginia employers and employees to develop strong occupational safety and health programs and achieve workplace safety and health through the agencyโ€™s Virginia Voluntary Protection Programs (VPP) and Consultation Services. The agencyโ€™s compliance activities address occupational safety and health hazards and increase workplace safety awareness via Special Emphasis Programs (SEPs).

The agency also administers child labor, minimum wage, and other labor laws.ย  In addition, the Department safeguards life and property by certifying and overseeing the inspection of boilers and pressure vessels. Lastly, through Registered Apprenticeship, the Department promotes job training opportunities that prepare the skilled workers that employers seek to hire.

Our Commissioner

Gary G. Pan was appointed Commissioner of the Virginia Department of Labor and Industry by Governor Glenn Youngkin in January 2022.

Gary graduated from Weston High School in Weston, Massachusetts. After his graduation from Lehigh University, Gary moved to Northern Virginia and worked in the government consulting industry. He has led two successful small businesses, Panacea Consulting, Inc. and Lucid Technology, Inc., which have been recognized by Inc. Magazine as among the 100 fastest growing private companies in America.

As Commissioner, Gary is responsible for general management and supervision of Virginiaโ€™s occupational safety and health state plan; enforcement of labor and employment laws; the registered apprenticeship program; and the certification and safe operation of commercial boilers and pressure vessels. Throughout Garyโ€™s career he has been passionate about investing in our youth and our community. Gary has been an active adult volunteer for many years in youth athletic and leadership programs. He has also served as a leader for many civic organizations in our community.

Gary has served as a Boy Scouts Scoutmaster and uniformed adult leader for more than 14 years for Troop 55 and Venturing Crew 364, both of Great Falls, Virginia. He has recently founded an all-girl Scout Troop in order to enable girls to benefit from the Boy Scout program.

During the summer of 2018, Gary led a group of ten scouts on the Eagle Scouts Cycling Across America trek on a 4,100-mile, two-month bike trip from Seattle, WA to Washington DC. In 2017, in appreciation of his years of work preparing local youth for a life with moral, character and leadership skills, Gary was awarded Scoutingโ€™s highest adult leader recognition, the Silver Beaver.

Gary is an active business leader and community advocate. He has served on the boards of numerous local organizations such as the Great Falls Citizen Association, Great Falls Grange Foundation, Rotary Club of Great Falls, Northern Virginia Technology Council, Wolf Trap Foundation for the Performing Arts, National Multiple Sclerosis Society of the National Capital Area, the Entrepreneur Center @ NVTC, and Junior Achievement of Great Washington.

Gary holds a BS in Electrical Engineering with a minor in Legal Studies from Lehigh University, an MBA with a concentration in International Management from the Pamplin School at Virginia Tech, and has completed his coursework towards a Doctorate in Organizational Leadership at the University of Phoenix.

  • Electronic Check (E-Check)
  • Electronic Transfer (EDI)
  • Money Order
  • Cash IS NOT accepted

If you wish to pay by credit card or e-check, you will need certain information from your invoice, including invoice number and the Virginia number (VA number) of one of the objects. The VA number can be found on the table that appears on the invoice. You will only need to provide one VA number, even if your invoice lists several object numbers.

For all other methods of payment, please follow the instructions on the invoice and the remittance form you received.
